Getting work done on a defence site in Germany

Defence sites in Germany are not built or maintained the way they are at home. If you are a US contracting officer, a project manager at a defence manufacturer or a general contractor working on a garrison, the practical question is the same: who actually turns up with fitters, lifting equipment and paperwork that the site will accept?

How the work is contracted here. In Hesse, construction and refurbishment on Bundeswehr property and on US garrison property is managed by the state building authority as federal construction – one route, German procurement law, German documentation. Smaller measures, maintenance and emergencies are placed directly by the site services centre. And a large share of the actual work reaches companies like us as a subcontract to a general or specialist contractor.

Where we stand today. Our work on defence sites has so far come through German contracting authorities and as a subcontractor. Our NCAGE code and SAM.gov registration are in progress, so direct award from a US contracting office is not yet possible – we say that plainly rather than letting you find out later. Everything else is in place: liability cover, clearance certificates, our own EHS standard, completed security clearances for our fitters.

What you get. An owner-managed installation company 30 km from Frankfurt with its own crews, its own lifting equipment and its own workshop – and a team that writes its method statements and handover records in English when that is what the site needs.

How the work reaches us. On a US installation the requirement usually starts with the garrison Directorate of Public Works (DPW) under USAG and IMCOM-Europe; the award comes from the supporting contracting office, with a contracting officer (KO) and a contracting officer’s representative (COR) on the technical side. We are used to working to a statement of work or performance work statement and to the documentation a prime needs for a task order under an IDIQ. Today we reach US sites as the host-nation subcontractor to a prime contractor; our NCAGE code and SAM.gov registration are in progress, so a direct award in the simplified acquisition range is not yet open to us. German construction on US property is a separate route: it is let by the LBIH military construction division, in German, under VOB/A.

From enquiry to handover

Step 1

Documents first, then the site visit

We send company documents, insurance, EHS standard and qualification records before we come, with a non-disclosure agreement on request. Then we walk the route from the vehicle to the working position and note access rules, escort requirements and load limits.

Step 2

Quotation, permits and the window

The site visit produces a calculated quotation – not an estimate. In parallel we settle permits, hot work approvals, escort and the window the operation allows: nights, weekends, shutdowns.

Step 3

Execution under the rules of the site

Notification, briefing, PPE, protective measures, clean routes – and a fixed crew, so the people who took the induction are the ones who come back the next day.

Step 4

Acceptance and handover

Function test, measured values, photo documentation and a record in your format, German or English. After handover we remain available for maintenance and faults.

Defence work in Germany: answered directly

Can you work for US forces in Germany?

Yes, through the German route. Construction and refurbishment on US garrison property in Hesse is managed by the state building authority as federal construction, and we also work as a subcontractor to general and specialist contractors on those sites. Direct award from a US contracting office is not yet possible: our NCAGE code and SAM.gov registration are in progress.

Are you registered in SAM.gov and do you hold a CAGE code?

Not yet – both are being applied for. We prefer to say so rather than have you discover it during source selection. Everything a German contracting authority asks for is in place today.

Do your fitters hold security clearances?

Yes. The required clearances for our fitters are completed and in place, including the background checks under German aviation security law for the security area of Frankfurt Airport. We work regularly under escort and access control, in data centres, chemical and pharmaceutical parks and in a nuclear facility.

Do you work in English?

Yes. Method statements, risk assessments, permits, briefings and handover records are produced in German or English, in the client’s own format. Our management and site supervision work in English.

What is your capacity?

A core crew of 15 own fitters, scaled to 30 to 40 at short notice through subcontractors we have worked with for years. Mechanical, electrical, control and welding trades are in house, together with our own lifting equipment and a workshop that manufactures parts that are no longer available.

How quickly can you respond to a fault?

Usually within a few hours for clients we already work with, provided access and permits are prepared. That is why we recommend being set up as an approved contractor before the first emergency.

Which areas do you cover?

We are based in Rodgau near Frankfurt. Wiesbaden, Mainz, Darmstadt and the Rhine-Main garrisons are within an hour; Kaiserslautern, Ramstein, Baumholder and Germersheim are within about two. For installation, relocation and repair we work throughout Germany and in Europe.

How do US contracting offices engage you today?

Through a prime contractor. We work as the host-nation subcontractor, which is how we have been on Ramstein and Spangdahlem. Our NCAGE code and SAM.gov registration with a Unique Entity ID are in progress; until they are complete we cannot take a direct award or a simplified acquisition order in our own name. Work on US property that is built under German law is a separate route: it is let by the LBIH military construction division, in German and under VOB/A, and there we can be approached directly.

Do you have work on a defence site in Germany?
