What makes a public sector site different from an industrial hall

On public sector sites the installation work is rarely the hard part. The hard parts are access, permits and the time window – and whether a contractor can handle all three without someone having to follow them around.

Access is controlled, and that is routine for us. We have worked for years in the security area of Frankfurt Airport, in data centres requiring escorted access and in a nuclear facility – every time under the rules of the house, with advance notification, passes, briefing and handover documentation. The required security clearances for our fitters are completed and in place.

The operation continues. Administrative buildings have visitors, emergency stations have to be able to respond, universities have teaching and examination periods. We put the work into the windows the operation allows – holidays, nights, weekends, vacation periods – and we keep to them.

And the paperwork arrives beforehand. Commercial register extract, business liability insurance, clearance certificates, our own EHS standard, qualification records, risk assessment and method statement. We bring it with us rather than having it explained to us.

You will not have to explain the procurement route to us. Direct award and negotiated procedure under UVgO, restricted tender, construction work under VOB/A, framework agreements for recurring work; notices published on the federal e-Vergabe platform, on vergabe.hessen.de and on the HAD. For federal property the federal construction administration is involved – in Hesse the LBIH – on military sites the Bundeswehr service centre (BwDLZ), and on US installations the garrison Directorate of Public Works (DPW). We do not yet hold the German VOB prequalification; it is in preparation, so we submit the suitability evidence individually or work as a subcontractor to a prime.

Step 1

Enquiry, documents and site visit

We send the paperwork before the first visit, with a non-disclosure agreement on request. Then we look at the site: access, routes, doors, lifts, load capacities, access rules.

Step 2

Offer, permits and time window

The site visit produces a calculated offer – not an estimate. In parallel we settle permits, work approvals, escort requirements and the window the operation allows.

Step 3

Execution under the rules of the house

Notification, briefing, PPE, protective measures, clean routes. We work with a fixed crew – the same people who took the briefing come back the next day.

Step 4

Acceptance and documentation

Function test, photo documentation, record and handover – German or English, to your standard. On request with a risk assessment and method statement for your files.

Do you work in secured and access-controlled sites?

Yes, that is everyday work. We have worked for years in the security area of Frankfurt Airport, in data centres requiring escorted access, in chemical and pharmaceutical parks with contractor clearance and in a nuclear facility – every time under the rules of the house and with handover documentation.

Are your fitters security cleared?

The required security clearances for our fitters are completed and in place. For the security area of Frankfurt Airport the required background checks under German aviation security law are in place. Which clearance your site requires is settled before we quote.

Do you take part in tenders and public procurement?

So far our work in this field has come to us as a subcontractor to main contractors and specialist firms. We do not yet hold our own prequalification – we are working on it. The usual suitability documents are provided on request, and we supply bills of quantities and site surveys to your format. What we do not do: engineering, weapons and ammunition technology, security services.

Can you work during holidays or outside teaching periods?

Yes, and that is often the best route. We put the work into the windows the operation allows – holidays, nights, weekends, vacation periods – and plan backwards from the point at which work has to resume.

What documents can you provide?

Commercial register extract, business liability insurance with a high sum insured, clearance certificates, our own EHS standard, qualification records for the fitters, risk assessment and method statement – on request with a non-disclosure agreement before the first site visit.

Do you also relocate institutes and workshops?

Yes. Dismantling, labelling, transport, rebuilding and commissioning – from a single machine to a complete workshop. Planning runs backwards from the restart date, not from the removal day.

How can a public authority contract you?
